Human capacity (i.e. skills, entrepreneurship and education) has long been viewed as a key ingredient for community growth. The desire to understand the skills of the community (and regional) workforce arises from the analysis of Reich (1991), among others, who has noted that globalisation implies that the remaining fixed resource able to generate value is the skill-ability of the workforce. Research by McGranahan and Kassel (1996), among others, has indicated that although a skilled workforce is important, more than a skilled workforce is needed for community growth. The objective of this paper is to provide empirical estimates of the impact of rural human capital on the growth of rural communities. Census data for over 2,000 communities will be analysed for the 1981 to 1991 period.
