The new technologies make possible unprecedented freedoms of information and communication. The decreasing cost of some technologies could become an important factor in decentralizing these freedoms. But, more often than not, the new freedoms are highly resource-dependent and are subsequently exercised in an inequitable manner. And, even if popular forces gain control over the new tools, what are they to use them? Is there a "project" for a democratic information society? Using examples of alternative uses of information systems in the United States, this presentation proposes criteria for evaluating opportunities for and obstacles to the democratic use of information technology. …
