Human capacity (i.e. skills, entrepreneurship and education) has long been viewed as a key ingredient for community growth. The desire to understand the skills of the community (and regional) workforce arises from the analysis of Reich (1991), among others, who has noted that globalisation implies that the remaining fixed resource able to generate value is the skill-ability of the workforce.
