In this paper an attempt is made to expose some of the hidden currents of the idea and practice of multiculturalism. Central to multiculturalist policies is the notion of tolerance, a norm which has a repressive function, in relations of dominance. Under conditions of structural inequity the implementation of multicultural policies can only mean that culturally different elements are confined within the margins of the existing social order. This is illustrated with reference to Dutch policy discourse and practice.
