University enrolment is expanding rapidly in Sub-Saharan Africa.However,the pattern of growth both in this region,with the exception of South Africa,and in others,raises important questions concerning effective modalities for facilitating collaboration with “northern” universities.Expansion has been “horizontal”,in terms of undergraduate education inadequate.This trend is also the product of underinvestment in,and more importantly,lack of a coherent policy toward higher education.The outcome is a higher education system ill-suited to provide quality post-graduate, in particular doctoral level education,and to undertake quality research.This trend contrasts with other systems,notably China,but also Vietnam,featuring a deep,variegated system comprising specialised institutions fulfilling specific functions including undergraduate education,advanced professional and …
